Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are conducted: hopeful statements are delivered from various governments. Immense energy is allocated on containing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a capability provided through up-to-date information. From observation points, military aircraft that had been deployed to counter approaching aerial threats roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons activated: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, presumably supplied through allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a need that neighboring countries are evidently unprepared to fill in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington provoked deep reactions, debate and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They manage the tension but never actually secure success. This pattern will, no doubt, endure.
Strategic Calculations
It is tempting to accuse specific actors of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a principle understood by experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not shift further in its benefit in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until conditions improve in its benefit.
Current Realities
Factually, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Summary and Prospects
It took a just a single week to terminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
